JUDGMENT

A. Introduction

[1] The 1st appellant is ZI Publications Sdn Bhd being a company incorporated under the Companies Act 1965. It is a publisher of books.

[2] The 2nd appellant is Mohd Ezra Mohd Zaid, a principal shareholder and the director of the 1st appellant. The 2nd appellant professes the religion of Islam.

[3] The 1st respondent is the Selangor State Islamic Religious Affairs Department (JAIS) and is a department of the State Government of Selangor. The 2nd respondent is the Director General of the 1st respondent. The State Government of Selangor is the 5th respondent.

[4] The 3rd respondent is the Selangor Chief Religious Enforcement Officer, an office that was established pursuant to s 79 of the Administration of the Religion of Islam (State of Selangor) Enactment 2003 (the Enactment).
